FLORENCE - Parties to the conflicts that ravaged former Yugoslavia met to sign a key arms control pact yesterday after resolving differences that had blocked an agreement, diplomats said.

The deal covering Bosnia, Croatia and what remains of Yugoslavia sets out quotas for cuts across the region and was being signed by the five parties concerned after intense negotiations on the fringes of an international ministerial conference in Florence.
