Berne - Switzerland admitted it had been "unjust" in barring thousands of Gypsies fleeing Nazi persecution from entering its neutral territory during the second World War, but stopped short of apologising outright.
Responding to an independent report on a black era in Swiss history, the government conceded Switzerland had pursued a policy described as "fortress instead of asylum" by critics, despite knowing about Nazi death camps, where up to 500,000 Gypsies were killed.
