The British Home Secretary David Blunkett has called for calm in the wake of the decision to release of James Bulger's killers.
Mr Blunkett told the BBC he had now read unpublished files on Jon Venables's and Robert Thompson's crime, branding it "horrendous".
He warned against 'emotional adrenaline' and added that the issue should be dealt with "effectively and in a civilised manner".
Mr Blunkett said: "We all need to take a deep breath. A friend of mine advised me to read again some material from 1993 and I have access to material not published.
"It is the most horrendous case and I understand the very strong feelings, but nothing is going to bring James back.
"If people continue to provide the emotional adrenaline for others who are sick of mind, then there will be a danger. We all need to take a deep breath.
"We are not in the mid west in the mid-nineteenth century, we are in Britain in the 21st century. We will deal with things effectively and in a civilised manner."
The new Home Secretary also promised the police would 'reclaim the streets' from criminals and vowed to toughen bail conditions for thugs.
