NEW YORK - Casting himself as the indispensable protector of an institution bled of funding and of credibility by its own member states, Dr Boutros Boutros Ghali intends to fight to the bitter end for a second term as the Secretary General of the United Nations.

Speaking on the eve of the 51st UN General Assembly, which opens in New York today Dr Boutros Ghali lamented what he called the "neoprovincialism" gripping many world governments. He made plain, for the first time, his intention to defy US efforts to ditch him when his term expires in December.
