Bujumbura - President Pierre Buyoya of war-ravaged Burundi has spoken in favour of bringing in foreign troops to protect returning exiles, pending the formation of a domestic force to do the same job. "Whatever happens, the envisaged (domestic) protection force will not be ready by November 1st," the president said, referring to the date a transitional government is due to come into being.

Mr Buyoya was speaking on his return from a meeting of regional heads of states which failed to deliver a solution to the contentious issue of the protection force, which is meant to be 50 per cent Hutu, 50 per cent Tutsi.
