The Taoiseach moved or replaced all but three Cabinet Ministers last week in a major reshuffle designed to refresh the Government's image and improve its performance before the next General Election.

As Mr Ahern seeks to reinvigorate the Government after the electoral backlash experienced by Fianna Fáil in June, he is expected to move to end dissent following outgoing Minister for Transport Mr Brennan's move to the post of Minister for Social and Family Affairs.

It is understood that Mr Brennan saw his move to Social and Family Affairs as a clear demotion.

Speaking yesterday, Mr Ahern said "everybody is equal in Cabinet" when asked about the Minister's removal from the Transport portfolio. "Everyone has a role to play," he added.
