Deloitte statement on PPARS value-for-money report
Deloitte welcomes the publication of the Comptroller and Auditor General's report.
PPARS is a comprehensive and complex programme - "one of the largest of its kind in the world" - being implemented in a challenging environment. It offers control and accountability over €7 billion of public expenditure on health service salaries annually, cost savings and improved human-resource management.
Since its launch in 1995, the PPARS programme has comprised many different strands and phases of work, ranging across hardware, software, support after implementation and change and programme management. Various suppliers supported the health services in these areas.
Deloitte was engaged by the health boards in late 2002 following an EU competitive tendering process to support, advise and deliver on certain aspects of PPARS, primarily the change and programme management needed to implement PPARS in nine independent organisations.
In the three years to October 2005, Deloitte deployed an appropriate and agreed level of resource in response to the client's requirements and also advised the client on optimising the use of its internal resources.
In addition to the four areas which are using PPARS, a significant amount of work has been completed in those sites in which PPARS has not yet been implemented. The Comptroller and Auditor General's report states that it is necessary to review how the unfinished sites might be brought to completion.
