During the September session, Parliament's governing Bureau adopted a series of measures relating to the expenses of MEPs. The Bureau decided to cease payment of travel and daily allowances in cash; to ensure that Members should pay for tickets for private travel purposes on receipt of the tickets; to draw up a more detailed list of qualifying expenditure for the general purpose allowance; to study then possibility of introducing a permanent advance system for Members' travel expenses; and to put all these decision into effect as soon as the necessary administrative procedures have been adopted.

The Bureau also decided to set up a working party, composed of a limited number of Vice-Presidents, with the job of submitting within one month a proposal on the question of MEPs' travelling expenses, designed to achieve broad consensus among the political groups. The proposal must adhere to the resolution adopted by Parliament on June 18th 1988, which stipulates that the expenses and allowances paid to Members must reflect actual costs.
