FIANNA FAIL will propose a special once off scheme to encourage the development of luxury tourist facilities like Mount Juliet and the K Club, according to the party's policy document on tourism, to be announced in Shannon today.

Mr David Andrews and Mr Tony Killeen, the Fianna Fail tourism spokesmen, will say there is more room for "extra high quality resort complexes". Though they require high levels of investment, they had been successful in attracting increasing numbers of high spending tourists.

"In government, Fianna Fail will introduce a special once off single year scheme in order to promote such projects," the document says. "This could operate along the lines of the relief that was made available to filmmakers and could also be extended to the building of themed holiday villages."

Fianna Fail describes the Shannon Basin as "one of our major under developed assets". The party calls it "a great high way with low traffic".

"We believe the application of a resort type scheme would improve this whole region," it says.
