An ad-hoc commission is being established to supervise the production of an information statement for and against the constitutional amendment on Cabinet confidentiality. It will be published in the national and local newspapers not later than one week before polling day on October 30th.

The commission will comprise the Ombudsman, Mr Kevin Murphy, and the clerks of the Dail and the Seanad. The Minister for the Environment, Mr Dempsey, will invite the chairman of the Bar Council, Mr John McMenamin, to nominate two senior counsel, one to draw up the case for, the other the case against.
