RIGA - The Latvian Prime Minister, Mr Andris Shkele, said yesterday that he had handed in his resignation to President Guntis Ulmanis.

Speaking at a news conference at the government building in Riga, Mr Shkele said he was resigning after "the president and the political elite accused me of pressing upon them amoral decisions".
