The Regulator of Premium Rate Telecommunications Services (Regtel)  is to merge with ComReg, which can impose hefty fines.

Minister for Communications Eamon Ryan said this measure in the new Broadcasting Bill will help combat exorbitant rates for calls and texts.

"This is a significant step forward in both consumer protection and corporate responsibility," he told the Seanad.

He said parents were concerned about the sector because children are running up large bills on their mobile phones.

"Tighter regulation is required in order to ensure the Irish consumer is not exploited," he said.
