RATIFICATION OF the Lisbon Treaty has already been completed by 18 of the EU's 27 member states through their respective parliamentary procedures, including Finland, Estonia, and Luxembourg this week.

Those who have ratified include (parliamentary procedure):

Austria (2/3 majority in both houses required); Belgium (simple majority in seven regional and federal assemblies); Bulgaria, Denmark, Lithuania, Luxembourg, Estonia, Germany, Malta, Portugal, Romania (simple majority); France (constitutional amendment, simple majority in both chambers and 3/5 in Congress); Hungary, Finland, Slovenia (2/3 majority); Latvia (simple majority in two readings); Poland (simple majority if "no transfer of powers", or else 2/3 majority of over 50 per cent of members of both chambers), Slovakia (3/5 majority).

Cyprus (expected to be completed soon - simple majority and presidential veto); Czech Republic (delayed pending court ruling - simple majority (if "no transfer of powers"), or else 3/5 in parliament and senate); Greece, Sweden (simple majority); Italy, Netherlands (simple majority in both chambers); Spain (absolute majority in congress and simple majority in senate; UK (simple majority in both houses).
