The Commission to Inquire into Child Abuse will be set up on a statutory basis, and will report to the public within two years.

It will have a confidential committee and an investigation committee.

It will have five members, three (including the chairwoman) on the investigation committee, two on the confidential committee.

The investigation committee will have powers similar to those of the High Court in relation to the compellability of witnesses and the procurement of documents.

Victims will be able to give evidence to either committee or both.

Specific allegations of abuse in both committees will be heard in private.
