A man convicted of a double murder has lost the right to become a taxi-driver. Mr Thomas Beggs (30), north Belfast, was granted a licence after winning an appeal against the decision by government officials that he was not a "fit and proper person."
The Department of the Environment took the case to a higher court and the Recorder of Belfast upheld its appeal.
Mr Beggs was sentenced to life in 1994 for the murders of two men in Belfast. He was released on licence in July 2000 under the Belfast Agreement.
