A project to make Nenagh a major tourist attraction will be completed next year.
The £3 million plan includes a walkway from the town centre to a 12th century tower.
The plan will retain two buildings in Pearse Street which were in danger of demolition. They will house an interpretative centre, tour guide facilities, administrative offices and a coffee shop.
Land around and leading to the tower will be landscaped with box hedging, marking out the original outline of the castle.
Nenagh Tourism and Marketing Development Committee expects a "cost plan" to be completed by April with work beginning in October.
"Hopefully, this will attract visitors to the town. But this project is also for the people of the town so they can look back at their heritage and see where it came from. This project is expected to become part of a castle tourism circuit throughout Tipperary," said Mr Steven Slattery, chairman of the committee.
"Nenagh stands on a threshold of a major tourism project which will attract significant visitor numbers to a castle development which will be marketed jointly with the Rock of Cashel, Dahmer House, Roscrea, and the Swiss Cottage in Cahir," said Ms Maire Hoctor, vice-chairwoman of the committee.
The development of the castle was included in a £100 million National Heritage Development Plan.
The castle is being refurbished by Duchas to develop the tower into a community centre.
