The survey by Rasmussen Research for
The Independent
in London put Labour on 46 per cent, the Tories on 32 per cent and the Liberal Democrats on 13 per cent.
It also showed 42 per cent backed Labour's approach to tax and spending; 34 per cent supported the Tory policy of tax and spending cuts; and 21 per cent wanted to see tax and spending increases in line with the Liberal Democrats.
The poll suggests neither Mr Tony Blair nor Mr William Hague has won over many voters in the first week of campaigning.
Since the start of the campaign 32 per cent said their impression of Mr Blair had gone down; 56 per cent said it remained about the same and just 12 per cent said it had gone up.
For Mr Hague 30 per cent said they had a worse impression; 53 per cent said their opinion was broadly unchanged and 17 per cent said it had improved.
Rasmussen Research interviewed 1,030 people eligible to vote by telephone on May 12th and 13th.
