Predictions on the makeup of the new Cabinet were thrown into disarray this evening with the announcement by Ms Liz O’Donnell that she would not be available to take up a ministerial post.

The Progressive Democrats TD for Dublin South cited "personal reasons" for her decision, which she reported to her party leader, Ms Mary Harney "some weeks ago", a statement said.

She said she would be unable to take on the additional responsibilities associated with being a minister due to her circumstances.

Ms O’Donnell served as Minister of State at the Department of Foreign Affairs since 1997. She was also appointed Minister of State to the Government following the resignation of her party colleague Mr Bobby Molloy over his involvement in a legal scandal.
