Their three-hour protest, culminating in a rally outside the Dáil, is to to highlight what drivers say are falling incomes and a range of other issues.

They claim the industry is "in chaos" and talks with the Minister for Transport, Mr Brennan, have failed to resolve the problems.

All three taxi unions - SIPTU, the National Taxi Drivers' Union and the Irish Taxi Drivers' Federation - have called on members to support the protest and withdraw their service on Thursday afternoon.

The drivers plan to assemble at the Papal Cross in the Phoenix Park at 1 p.m., from where they will drive to Kildare Street.

A spokeswoman for the Garda said it had received notification of the protest, which is likely to cause serious traffic disruption.

Mr Jerry Brennan of SIPTU's Dublin taxi branch said several meetings with the Minister had taken place, but the issues of concern had still not been addressed.

These included the need for a taxi industry regulator; the erosion of drivers' incomes; high insurance costs, and the number of drivers engaged in full-time occupation and then driving taxis in the evenings or weekends.

A spokesman for the Minister said he would be bringing proposals to appoint a taxi industry regulator to the Cabinet on Tuesday.

The regulator would oversee standards in the sector and take responsibility for issues such as the age of cars and vetting of taxi licence applications.

There would be no upper limit, however, on the number of entrants into the sector.
