Dar-es-Salaam - The leaders of Rwanda and Uganda started talks in Tanzania yesterday about a possible pull-out of their troops from a war in the Democratic Republic of Congo. The meeting came as representatives of the Congolese government of the President, Mr Laurent Kabila, announced they and Uganda were setting up a committee to implement a peace accord.

President Yoweri Museveni of Uganda and President Pasteur Bizimingu of Rwanda arrived in the Tanzanian capital yesterday with Rwanda's powerful Vice-President, Maj Gen Paul Kagame, for a day of talks with President Benjamin Mkapa of Tanzania on a possible withdrawal of troops.
