Sinn Féin has said its councillors have shown what can be achieved by working with local communities and that they have a work record "second to none".
The party was releasing its local government manifesto in Dublin this morning.
Sinn Féin councillor Mr Joe Reilly said: "Sinn Féin has broad ranging proposals to transform local government in Ireland. These include new structures, powers and responsibilities and the reform of local government financing."
He said the party is campaigning for a strong system of local government, "which is accountable, democratic, properly financed and has the maximum amount of powers devolved to it.
"Reform of Local Government in this state is long over due. Local government has not been working to its full potential for many years now. Decades of corruption leading to planning chaos throughout the country have marred the work of councils."
The party said it wants to see complete reform of local government, with the establishment of a three-tier system, of regional, county and city and district councils.
One of the party's local election candidates, Mr Daithí Doolan, said the party was contesting more local authority seats than ever before and that after June 11th, the party would be in a position to bring a "new dynamic" to local government.
