The bail referendum was nothing more than an alibi for a cynical Government that had no solution to crime, Mr Joe Higgins, a Socialist Party councillor, said yesterday.

He said Garda sources indicated that 80 per cent of crime in Dublin was heroin-related. Effective and emergency action to solve the heroin addiction crisis would have a more dramatic effect in reducing crime than 10 referendums, which only touched the surface of the problem.
