BRUSSELS - The details of new EU cooperation in justice and home affairs, particularly frontier controls, and the shape of flexible integration structures are the main obstacles to agreement on treaty reform at next month's Amsterdam summit, EU diplomats confirmed over the weekend, reports Patrick Smyth, European Correspondent.

Personal representatives of foreign ministers met in Maastricht on Friday and Saturday ahead of a key week of InterGovernment at Conference discussions. Tomorrow, Foreign Ministers meet in The Hague for a debate on Common Foreign and Security Policy and to prepare for Friday's summit of heads of government in the town of Noordwijk. The summit is expected to agree a strong push to complete the IGC in Amsterdam.
