United Nations - The UN Security Councils' permanent five members were deadlocked last night on competing proposals aimed at overcoming a bitter split on Iraq policy, western diplomats said.

The diplomats said the US and Britain had rejected as a "non-starter" proposals from Russia, backed by China and France, for the suspension of almost nine-years of sanctions against Iraq.
