JERUSALEM - A sudden wave of strikes by hundreds of thousands of workers paralysed airports and railways and eleetricity, health, water, telephoned and other services in Israel yesterday on the eve of the Knesset's vote on the 1997 austerity budget. The Israeli Prime Minister, Mr Benjamin Netanyahu, denounced as "political" the strike organised by Histadrut Israel's main trade union federation.
