Monday's article on a conference hosted by the National Association of the Mentally Handicapped in Ireland reported that the conference was told banks had refused to open Special Savings Incentive Accounts because intellectually disabled adults were unable to give informed consent. The Revenue Commissioners wish to clarify that "all SSIA managers have been advised that if, due to personal incapacity, a person cannot complete the application form to open an SSIA account, a person with power of attorney may complete it. However, a power of attorney is not necessary where a close relative, i.e. a father, mother, husband, wife, brother or sister, accompanies the individual. The close relative can provide the necessary consent to open an account."
The heading "EU group worried about racism here" in yesterday's editions was incorrect. The European Commission Against Racism and Intolerance is not an EU organisation. It was set up by the Council of Europe, which is an organisation based in Strasbourg comprising 40 democratic states in Europe.
