Sir, – Jennifer O’Connell, in her piece on flooding in Blackrock and Clontarf (“Facing hell and high water: The parts of Ireland threatened by rising floodwaters”, Weekend, November 19th) writes, “flood defences schemes are only as effective as the community that supports them”.
I would have thought that the best measure of the effectiveness of flood defence schemes is the ability to prevent floods. – Yours, etc,
