I don’t think Mr Troy need worry. These were most likely members of the Emergency Response Unit he saw. As for the word “Police” being used on the uniforms, this is standard practice. Of the 24 official languages of the EU, 19 of them have the letters “poli” in their word for police, and it helps identify an officer as a member of law enforcement in that tense moment when there are enough unknowns. – Yours, etc,
