Madam, - In his article on the difficulty of pardoning unconvicted OTRs (Opinion & Analysis, November 26th), Jim Duffy says that Article 13.6 of the Constitution, which gives the President the right of pardon and the power to commute or remit punishment, cane be read in two ways.
While that is true of the English text, the more authoritative Irish version is unambiguous. There it is clear, particularly from the punctuation, that the President's right of pardon is quite separate from her power to commute or remit, and that the qualifying phrase "imposed by any court" relates only to the latter power. - Yours, etc,
