Sir, – This “new” initiative seems very similar to the Small Dwellings Act (SDA) scheme of the 1950s – fixed-rate long-term transferable mortgages for first-time buyers. The transferability feature in the SDA scheme made it very easy for owners to move up the property ladder – the mortgage remained attached to the property and was simply “ taken over” by the new qualified owner.
