Sir, - I would like to congratulate Eamon Delaney on his review of Brendan Simms's new book. As an Irish diplomat in the early 1990s, Mr Delaney was well placed to endorse Mr Simms's devastating analysis of British foreign policy on the Balkans. His recent critique on Marian Finucane's radio show of Irish support for the illegal arms embargo - effectively in exchange for £7 billion EU funding - highlighted once again this scandalous chapter in Irish foreign policy.

The publication of Mr Simms's book signals the need for a similar investigation of Irish foreign policy at that time. We would welcome any independent study of this important issue and would be very happy to assist by providing relevant sources and information.- Yours, etc.,
