WHAT KIND OF RESTORATION?

Sir, - The Wicklow Mountains National Park Study was recently published by the Minister for Arts, Culture and the Gaelteach, Mr. Michael D. Higgins, along with a press release which stated: "It is the Minister's intention to restore the site (of the abandoned interpretative centre) to its original condition". This sentence received much publicity, but the next qualifying sentence did not. It reads "having regard to cost, and the need to protect the environment".

Does this mean that the area will be restored if it does not cost too much, or a cheap job done on it, such as covering it over with backfill? If this is the case, the site will not be restored to its original condition. - Yours, etc.,
