Ten teams, runners-up in their qualifying groups, go into the draw in Frankfurt unseeded, meaning that two strong sides such as Spain and Holland could come face to face in next month's play-offs, with the losers missing next year's finals.

Holland failed to qualify for last year's World Cup finals after reaching the last four in France in 1998.

The 2002 World Cup quarter-finalists Spain, however, are confident of going through whomever they meet.

"Spain are capable of beating anyone. If we keep playing at this level then I am certain we will be in Portugal," said captain Raul after their 4-0 away win over Armenia on Saturday.

Surprise qualifiers for the play-off - first leg on November 15th or 16th , return November 18th or 19th - include Latvia, whose shock away win at Group Four winners Sweden sent them through at the expense of Poland.

The other east European representatives are Russia, Croatia and specialists Slovenia.

Norway also qualified after a narrow 1-0 win over Luxembourg and Bosnia's failure to beat Group Two winners Denmark at home on Saturday.
