Latvia have a serious injury concern over striker Marian Pahars, while defenders Olegs Blagonadezdins and Aleksandrs Isakovs and midfielder Vitalijs Astafjevs all have less serious knocks.
Defenders Mihails Zemlinskis and Dzintars Zirnis are suspended.
Turkey will also be below full strength, with defender Alpay Ozalan and midfielder Yildiray Basturk both ruled out.
Alpay, without a club since leaving Aston Villa following his clash with David Beckham in the final group game against England, has flu, while Bayer Leverkusen midfielder Basturk is out because of back pains.
