Manchester City manager Mark Hughes has dismissed any chance of a salary cap in the Premier League — or abandoning relegation.
Bolton chairman Phil Gartside feels the joint move would make the top flight more competitive but also safeguard clubs who may be tempted to overstretch themselves financially in a bid to avoid the dreaded drop.
As the head of a club currently in the relegation zone, it could be argued there is a degree of self-interest in Gartside's comments.
From his own position as manager of the world's richest club, Hughes cannot see how either rule could be implemented.
"I doubt you will get a salary cap, I think European rules would forbid it." said the Manchester City boss.
"A lot of things are discussed at Premier League chairman level. How realistic they are I don't know but I can't see two tiers happening anytime soon either.
"Maybe Mr Gartside is trying to protect his own club's position because relegation can have such a huge effect.
"If you can guarantee there would be no relegation, it would benefit many clubs and they would prefer that situation.
"But I do not think it will happen."
