Accommodation should have hot and cold water, adequate means of heating and ventilation, appliances in good working order, electrical wiring and gas and pipes in good repair. Noncompliance concerning these factors should be reported to the local authority.

The following checklist may assist prospective tenants in evaluating a property before signing a lease agreement:

are there signs of dampness? Check to see if cupboards and furnishings are dry. Are there any signs of mould?

what type of heating does it have? How much does it cost and who controls it?

do all the appliances work?

how do you pay for electricity, gas, telephone? Do you pay a connection fee or need a guarantor?
