Flats must comply with certain minimum standards. They should be free from damp and in good structural repair. Accommodation should have hot and cold water, adequate means of heating and ventilation, appliances in good working order, electrical wiring and gas and pipes in good repair. Noncompliance concerning these factors should be reported to the local authority.

The following checklist may assist prospective tenants in evaluating a property before signing a lease agreement:

are there signs of dampness? Check to see if cupboards and furnishings are dry. Are there any signs of mould?

check fire extinguishers and fire escape routes;

check the ventilation, especially in the bathroom and kitchen;

do the windows open?

what type of heating does it have? How much does it cost and who controls it?

do all the appliances work?

how do you pay for electricity, gas, telephone? Do you pay a connection fee or need a guarantor?

does anyone else have keys to the flat?
