The Irish Bankers' Federation has proposed an overhaul of the system that could put a stop to people going to prison for not paying their debts. The proposal, which has been given to Cabinet for discussion, suggests a special quasi-judicial system which would process bad debt cases and establish the a less complex bankruptcy procedure.

IBF director general, Mr Jim Bardon, said the federation looked forward to discussing its proposals with relevant parties shortly.
