Background: Born in Tuam, Co Galway, educated at Tuam CBS, NUI Galway, where he took a BComm degree, and UCD, where he got his MEconSc degree. He is completing his PhD on double dividends from environmental taxes from University College, London. He was a full-time lecturer in DCU's Business School before moving to the ESRI as a research assistant. He then spent three years as a full-time lecturer at University College, London, before returning to the Central Bank of Ireland as an economist.
