a "strong recommendation" that Ireland establish Internet access charges which approximate those in the US, on both a national and international level
accelerating the public offering of Telecom shares and the selling of Cablelink and opening the market for wireless (radio) telecommunications access
guaranteeing that all regions of the State have equal access to broadband (high capacity) telecommunications lines
making electronic commerce "a major objective of national economic development policy"
creating a board which could certify companies here and abroad as compliant with specific e-commerce standards.
turning the Government itself into a prime user of the Internet, so that all interactions with business and citizens can be done electronically by 2003
creating a general "entrepreneurial culture". Encouraging a special Ireland-America network of "business angels".
