There are countless disadvantaged areas in sport, some more critical than others. The following is a subjective choice of "blackspots" as no definitive list exists.

Children's sport: Funding, particularly in under-privileged areas, is a widespread problem.

Recreational sport: accounts for only five per cent of the Sports Council's budget. Refurbishment and funding of local authority swimming pools - and other sports facilities - badly needed; still no 50-metre pool, but tenders have been requested for this project.

Drugs testing and education: Drug use is becoming one of the biggest problems facing sport. Nothing is yet in place despite the Minister's initial declaration of war.

Sport in school: Low priority is given to curricular sport at primary and secondary level with proper teaching skills applied.
