A Dublin 8 housing scheme has been refused planning permission on the grounds that it would constitute overdevelopment.

David Patton and Sons was looking for permission for a mixed-use development at the 0.25-acre former Fodhla Printing Works on Brookfield Road in Kilmainham.

The scheme was to incorporate two residential blocks of 11 duplex and triplex apartments ranging in height from two to four storeys.

The scheme also incorporated a three-storey office block with 1,768sq m (19,031sq ft) of space.

The main concern for An Bord Pleanála was that the scheme would constitute overdevelopment of the site.

The board overturned Dublin City Council's decision to grant permission on the grounds that the scheme, if built, would "seriously injure" the amenities of future residents.

Previously, Dublin City Council refused planning permission for 24 apartments and duplexes in two blocks, a four-bedroom house, offices and a media suite on the site.

The planning board's inspector said the proposed development represented a "stimulating and bold architectural response" to a "physically constrained and challenging site".

The proposed "landmark" scheme, however, was deficient in private open space in both qualitative and quantitative terms.
