An Bord Pleanala has blocked a plan to provide a 12-screen cinema on two levels beside Bloomfields Shopping Centre in Dun Laoghaire. There is already planning permission for a seven-screen facility on the site. The board noted that the 12screen complex to cater for 2,365 patrons was located close to residential areas. It ruled that the development would be premature pending the full and effective implementation and review of traffic management plans affecting neighbouring residential areas. The board said a 12-screen project would seriously injure the residential amenities of the area and would "tend to create serious traffic congestion" and would be contrary to the proper planning and development of the area.
