Dublin property developer David Arnold has secured planning permission for a neighbourhood shopping centre at the roundabout on the North Road in Finglas, Dublin 11, where he acquired the former TP Whelehan premises for almost £3 million (3.81 m).The city planners have approved a plan for a two-storey development of 32,000 sq ft of shops, restaurants and consulting rooms on the 1.6-acre site. Over two years ago Mr Arnold developed a slightly smaller neighbourhood centre on the Navan Road, near Cabra, and subsequently sold it to investors for around £7 million (8.89).
