Addressing a seminar organised by Lisney estate agents on "The Urban Challenge," he said a separate High Court would enable disputants "to get speedy access to a specially dedicated court that would hear their case and dispose of it speedily but with justice". In addition, the planning process "should be held on a serial basis" like recent public enquiries into the Luas project in Dublin - "in the hands of an efficient chairperson things could be speedily progressed", he says.
