Bord rejects mixed-use scheme in Portmarnock villageAn Bord Pleanála has vetoed plans by Portmarnock Village Centre Ltd for the first phase of a mixed-use development at the junction of Strand Road and Carrickhill Road.
Portmarnock Village Centre Ltd, whose directors are Jonathan O'Donoghue and Thomas O'Donoghue, was looking to knock six shops and dwellings for a 2.5-storey building with ground floor retail, three first floor office units and five apartments.
But Patrick Borza, who owns a takeaway nearby, claimed in an appeal to An Bord Pleanála that Fingal County Council did not seek information regarding the freehold title and to what extent it is encumbered by the established use as a public car-park for over 25 years, which is to be changed to private car-parking.
Bill and Antoinette Porter, who live directly opposite the site, said they were advised by the local authority that low level development would be required for their corner site.
They said a proposal for a three-storey development was contrary to Fingal County Council's policy to protect visual amenities and amounted to double standards, and that it would be out of context with the one and two-storey buildings surrounding, and would cause overlooking with an unacceptable density.
An Bord Pleanála ruled that the single aspect and size of the apartments and their proximity to the office units would represent a substandard form of development and would injure the residential amenities of future occupants.
26 apartments for D16 site
Glenkerrin Homes is about to apply for planning permission to extend Ballintyre Hall, which is a protected structure off Ballinteer Avenue in Dublin 16, and convert it into a seven-unit apartment development with six car-parking spaces.
It is also looking to remove existing outbuildings in the central courtyard, which is formed by the house and the stables, as well as a green house and a garden wall.
Glenkerrin will also apply to build two three-storey blocks with 19 apartments fronting Ballintyre Meadows with 12 car-parking spaces. The developer is building over 400 apartments and houses on the 25-acre site off Ballinteer Avenue in Dublin 16.
Previous schemes by Glenkerrin include St Wolston's Abbey in Celbridge, Priory Gate in Naas and Liffey Hall in Newbridge.
