A bundle of cash amounting to £1,000 was paid by Mr Frank Dunlop to Cllr Jack Larkin by putting it on the seat between them in Conways Pub in Dublin, the tribunal was told.
Mr Dunlop said the payment to the now deceased Fianna Fáil councillor was made after the motion on rezoning of lands at Carrickmines, south Dublin, on June 12th, 1992. Mr Larkin had agreed to support it.
Asked how he had paid Mr Larkin, Mr Dunlop replied: "I put it between us on the seat and he deftly removed it." He said Mr Larkin did not put it into a briefcase but put it into his pocket.
Mr John Gallagher SC, for the tribunal, asked if it was a bribery inducement.
Mr Dunlop replied: "Correct."
He said he had discussed the vote with Mr Larkin and asked for his support. Mr Larkin indicated he would support it on the basis of money being available. A sum of £1,000 was agreed.
Mr Dunlop said he did not make an appointment with Mr Larkin to hand over the money but he knew he would be in the pub as that was where he always went before, during and after council meetings.
Mr Gallagher said Mr Larkin was now deceased but in early 1998 had responded to a tribunal questionnaire in which he replied "No" when asked if he was aware of any payments which had been made to councillors or officials over any planning matters or of any public representatives or officials involved in corruption or attempts to influence planning decisions.
Mr Gallagher said a third councillor had also been paid £1,000 over rezoning at Carrickmines, according to Mr Dunlop. He was the late Fianna Fáil councillor Mr Cyril Gallagher, who had also denied knowledge of payments.
