Brussels - Official incompetence rather than connivance allowed a child rapist charged with murdering four young Belgian girls to escape detection for years, according to a draft report of an all-party parliamentary committee. The leaked report said there was no proof that Marc Dutroux had been able to continue abducting and raping children since his release from jail in 1992 because he was part of a paedophile network with official protection. Dutroux was arrested in August 1996. Two days later police rescued two girls from a secret dungeon.
