A move against "doublejobbing" by gardai is recommended in the SMI report. The review group "re commends that all current gardai be requested to forward details of other employment/business activ ities to the Commissioner's office for examination as to whether or not they are likely to interfere with the proper discharge of their duties.

"The Commissioner should then draw up appropriate criteria in this regard for current and future members of the Garda Siochana."

Under the current rules gardai are required to avoid second jobs, such as jobs with security firms, which might affect their official duties.

There are no estimates in the report for the number of gardai engaged in other jobs - although anecdotal evidence suggests a relatively high proportion have other sources of income.

The report also recommends that new "conciliation and arbitration systems" for reviewing pay levels be introduced.

However, the "central role" in determining pay structures should be given to the Department of Finance, rather than the Garda Commissioner or the Department of Justice, the report says.
