The bord overturned an earlier decision by Dun Laoghaire-Rathdown County Council to approve the development.

Over 405 apartments in six blocks were planned for the site off the Murphystown Road in Sandyford.

However, the board considered the density of the proposed development, at 170 dwelling units per hectare, excessive and said it would create a "very significant and adverse visual impact on the overall area".

Yesterday the board refused planning for two other residential schemes in south Co Dublin.

The board upheld appeals against plans by Paramette Ltd and University College Dublin to redevelop the former Smurfit Group headquarters site at Beech Hill, Clonskeagh, for 429 apartments and four office blocks, rising to 12 storeys in height.

In the second case, An Bord Pleanala ruled against plans for 387 apartments and 20 terraced houses on the former Premier Dairies site on Whitehall Road, off Nutgrove Avenue in Churchtown.
