The Minister for Foreign Affairs will represent the Government at the funeral tomorrow of Ms Rosemary Nelson, the solicitor murdered by a car bomb in Lurgan, Co Armagh, on Monday.
Mr Andrews is one of the few Ministers still in the State over the St Patrick's Day holiday and, following discussions with the Taoiseach yesterday, it was decided he should attend the funeral on behalf of the Government.
Meanwhile, the Socialist Party TD, Mr Joe Higgins, has written to the Taoiseach asking that he press for a full public inquiry into the murder of the Lurgan solicitor.
"Condemnation of this killing is not enough. The facts surrounding the murder are cause for concern that there may be some degree of collusion on the part of the RUC, at the very least at local level," Mr Higgins said.
Ms Nelson was pursuing cases such as the murder of Mr Robert Hamill by loyalists and the refusal of the RUC to bring a prosecution against those involved, he added.
"If she had brought a private prosecution to court there would have been revelations of RUC cover-up and collusion. It would have been similar, and even more damning, than what was revealed about the Metropolitan police in the Stephen Lawrence murder," Mr Higgins said.
A public inquiry had to be held into her killing, and the investigation should cover all the cases she had taken or was taking against the RUC, he said. It should also deal with allegations that Ms Nelson had made of threats against her by the police.
"It should examine the facts of the killing itself and answer questions about how local loyalist dissidents could manufacture and plant such a sophisticated device," he added.
